 01. Introduction

The importance of Ceuta's architectural heritage is accredited by the numerous Assets of Cultural Value protected by law. Among such an extensive heritage, the Monumental Complex of the Royal Walls stands out and voices often arise proposing that they be declared "World Heritage", thinking that such a qualification could be an incentive for the city's economy through tourism. Are the Royal Walls really sufficiently important to receive such protection, bearing in mind everything we now know about their construction thanks to the work carried out in recent years on the Caliphal Gate and the Bandera bastion?

Before analysing the value of this monumental complex, let's look at the different types of declarations or protections established by UNESCO, as well as the criteria to see if the Royal Walls, or other constructions or sites, could be included in some of its precepts. We will compare the city's heritage with that of other places in the Strait of Gibraltar, as well as with other geographical areas of the world with similar characteristics. Finally, we will study both the procedure to apply for any distinction and the real possibilities that such a candidacy would have, and its consequences, so that it can serve as a basis for our authorities to be able to take the decision to initiate the procedure to obtain such recognition.
